| 面向低空经济健康发展的安全需求,聚焦城市“黑飞”监视处置难、溯源查处难、大规模低成本基建难等行业突出难题,借鉴城市“雪亮工程”防控体系成功经验模式,提出了“低空雪亮”城市立体防控体系理念；攻关了低成本雷达监视、“空中警察”等关键设备,以及“黑飞”飞手空地协同查处等关键技术,充分复用已建“视频网”设备设施,并完善空中“监视网”和监管平台,搭建了“低空雪亮”演示系统,在体系理念、核心能力验证等方面达到了预期效果,可为低空安全的城市级低成本管控体系建设等行业难点提供解决方案参考。 |

| Abstract: |
| Faced with the safety needs of the healthy development of low- altitude economy, focusing on the industry's outstanding problems such as the difficulty of urban illegal flying monitoring and disposal, the difficulty of tracing to the source, and the difficulty of large-scale and low-cost infrastructure construction, the concept of "Low-altitude Xueliang" urban three-dimensional prevention and control system was put forward by reference to the successful experience model of reusing the urban "Xueliang Project" prevention and control system. We have tackled key equipment such as low-cost radar surveillance, "Airborne?police", and key technologies such as illegal flying pilots' air ground coordinated investigation and treatment, fully reused the existing "video network" equipment and facilities, improved the aerial "surveillance network" and supervision platform, and built a "Low-altitude Xueliang" demonstration system, which has achieved the desired effect in system concept, core capability verification, and can provide solutions for industry difficulties such as the construction of low altitude safety city level low-cost management and control system. |
